The two-time world champions have collected just two points from their opening Group H matches after consecutive draws against Saudi Arabia and tournament debutants Cape Verde.
Uruguay opened with a 1-1 stalemate against Saudi Arabia before being held again in a dramatic 2-2 draw by Cape Verde in Miami on Sunday.
Despite the disappointing return, Bielsa maintained that his team produced enough to secure maximum points in both encounters.
"We know we have two draws, two matches that we could have won, we should have been able to win," Bielsa told reporters.
"There's no doubt we deserved to win the match with Saudi Arabia, and also the match today as well. We should have won it. Even with the goals that we conceded, we should have won still."
However, the veteran Argentine refused to shift blame after Uruguay conceded from a long-range free kick and later gifted away another goal through defensive confusion.
"Organisational mistakes that a squad makes, they always fall upon the driver. And what I mean by that is the head coach," Bielsa said.
"Then you just ask me how can I fix it? In those situations, there is no magical recipe whatsoever to fix them."
With Spain sitting top of Group H after a commanding 4-0 victory over Saudi Arabia, Uruguay now face a defining clash in Guadalajara on Friday.
Bielsa acknowledged the scale of the challenge but stressed his side would not shy away from it.
"It is a gargantuan challenge for all of us. I'm the head coach. I'm in charge. But in no way, shape, or form would I say that we are not going to be going into that match with the highest level of motivation," he added
