In a press conference convened on Friday, Martin County Sheriff John Budensiek said the 50-year-old overturned his Land Rover on Friday afternoon in Jupiter Island after clipping a truck. No injuries were reported.
Woods reportedly exited the vehicle by crawling through the passenger-side door. Although he passed a breathalyser test at the scene, showing no alcohol in his system, he declined to provide a urine sample.
Speaking at a press conference, Budensiek explained that the crash occurred when Woods allegedly tried to overtake a truck at high speed.
DUI investigators who attended the scene observed signs of impairment, the sheriff added.
"They conducted several tests," Budensiek said. "He did explain his previous injuries and surgeries, which we considered, but they carried out detailed roadside assessments."
He described Woods as co-operative, though cautious about self-incrimination.
"He has the right to refuse," Budensiek said. "There is a statute under which he will be charged for that refusal, but we may never know definitively what caused the impairment at the time of the crash."
US President Donald Trump commented on the incident on Friday, saying: "I feel so badly. There was an accident. That's all I know.
"He's a very close friend of mine, an amazing person and an amazing man."
Budensiek said Woods would be held for eight hours before being released on bond, adding that the charges are misdemeanours rather than felonies.
This is not Woods' first car accident. He has played a limited schedule since a serious 2021 crash that left him with severe injuries.
In 2017, he was found asleep at the wheel near his Florida home and later pleaded guilty to reckless driving. A toxicology report revealed a mix of prescription medications in his system, including painkillers and sedatives, which Woods said had caused an unexpected reaction. He subsequently entered a treatment programme.
In 2009, he crashed into a fire hydrant, tree and hedges outside his home - an incident that exposed extramarital affairs, ended his marriage and cost him major sponsorships.
