Tudor has not worked since October last year after being sacked by Italian giants Juventus and has also previously managed Lazio, Marseille, Galatasaray and Udinese.
The Croatian mentor guided Juventus to fourth in Serie A and sealed Champions League qualification last season after losing just one of his 11 games in charge.
He was handed a two-year deal at the Italian giants but results deteriorated badly and he was sacked just three months into the new campaign.
The 47-year-old Croatian is expected to start in his new role with Spurs early next week and will be on the bench for the north London derby against Arsenal next week.
Tottenham are currently 16th in the English Premier League standings, just five points above the relegation zone, after 26 matches played.
Spurs were looking for an experienced head coach until the end of the current season to stabilise the results before making a permanent appointment ahead of next season.
