Bissouma's contract runs out at the end of the campaign, and his future looked uncertain in the summer when Spurs explored moves to Turkish clubs. He had been left out of the squad for the UEFA Super Cup after repeated lateness in training, while an injury picked up before the opening Premier League match against Burnley has kept him sidelined since.
The Malian international has now returned to individual training on the grass, but Frank admitted it will still take time before he is fit enough to re-join the group. "There are no hard feelings at all. Not before, not now, not at all," the Spurs head coach said. "Train well and everyone has an opportunity. He has just started to run outside, so he is not part of the group yet. Of course I know (about his recovery) but that is further down the line."
Bissouma is yet to feature in a competitive match under Frank, but the Dane has left the door open for the former Brighton man to work his way back into contention in the months ahead.
For now, Tottenham's focus is firmly on today's trip to the Amex Stadium. Spurs have started strongly under Frank, winning four of their first five league matches and keeping clean sheets in each of those victories. Lucas Bergvall has been one of the early standouts, scoring in the 3-0 win over West Ham and impressing again in the midweek Champions League victory against Villarreal.
Injuries remain a challenge, with Dominic Solanke, Kota Takai, Radu Dragusin, James Maddison and Dejan Kulusevski all unavailable, while Bissouma continues his recovery. Even so, confidence is high in the Spurs camp.
Frank said on Friday that supporters are right to "hope and dream" but stressed the importance of staying grounded. A win at Brighton would only strengthen the feeling that Tottenham are building real momentum under their new coach.
