Campbell, who plies his trade for Club Brugge in the Jupiler Pro League, has been omitted after his club's refusal to release him outside of the FIFA international window.
The 20-year-old was promoted from Club NXT to the senior team earlier this year, and is considered a key member of coach Sven Vandenbroek's side, despite only totalling 13 minutes across two substitute appearances so far this season.
Mbokazi, meanwhile, has been a vital cog for Pirates since last season and its understood his importance as a co-captain this season means the club have exercised their right not to release him for the tournament, which is schedule from 27 September to 19 October.
Nonetheless, Mdaka has opted for a largely local-based squad, with Queens Park Rangers centre-back Tylon Smith and Portugal-based goalkeeper Fletcher Smyth-Lowe the only foreign-based players.
Captain Asekho Tiwani, who returned home early from the U20 Africa Cup of Nations in Egypt through a knee injury, makes a return to lead the team in Chile, while stand-in skipper Patrick Autata will also be a key leader on the pitch.
Kaizer Chiefs new signing Luke Baartman also makes the cut after missing the U20 AFCON.

South Africa, pitted in Group E, will open their campaign on Monday against France, before facing New Caledonia on 3 October and USA two days later.
The top two from each of the six groups advance to the Round of 16, with the four spots up for grabs for the best ranked third-placed teams.
