Cardoso has led his charges to a record-extending eighth consecutive league championship with one game to spare, and believes there are a few areas that could make things more competitive across the board,
Speaking on Metro FM's Sports Night Amplified with Andile, the Portuguese mentor noted the need for the Video Assistant Referee, professional referees and better pitch standards.
"I think it's a record we've got from this season of goals that are legal goals but taken out [by incorrect officiating] – that's also a record we probably have," bemoaned Cardoso.
"But I'm not being sarcastic when I speak about this, and we can speak a little bit about this subject – this league should have VAR, with qualified referees in front of it, I think.
"I think there are two or three aspects of South African football should be implemented so that the level [of the League] can grow.
"Because I'm not speaking for the air when I've said more than once that I feel the teams have quality and coaches can develop with interesting proposals of games.
"I think the players are open minded to work in modern methods of working and willing to become better, but I feel the structure sometimes they don't really want to develop the game.
"And it's simple things like taking care of the quality of the pitches, and I don't want to speak bad because the president of Chippa [United, Siviwe Mpengesi] was so kind to us,
"Myself and Coach Steve [Komphela] took the initiative to go the day before the match to ask him, because we wanted to train and there was nowhere with quality to train [in East London], so we spoke with [Mpengesi] and he was incredibly kind to give us 45 minutes on the pitch.
"But if you look at the condition of the pitch, I think they replaced the irrigation system, it was not intended to have that, but the holes in the pitch was [bad], and therefore I didn't put [Themba] Zwane in to play."
