Depay, the Netherlands' all-time top scorer with 55 goals, only recently returned from a thigh injury and has made limited appearances for Corinthians this season. He has struggled for form in 2026, but Koeman said his quality made him worth selecting if fit.
"I cannot leave out a player of his class if he is physically fit," Koeman said.
Frimpong's absence is the standout decision in a squad dominated by Premier League players, with 15 of the 26 based in England. Liverpool trio Virgil van Dijk, Cody Gakpo and Ryan Gravenberch are all included.
There are also several injury-affected selections, with Arsenal defender Jurrien Timber named despite a long layoff, alongside Tottenham's Micky van de Ven.
West Ham winger Crysencio Summerville is the lone debutant, praised by Koeman for his pace and work rate.
"He has speed, action, his play without the ball in defence. Very trustworthy," Koeman said.
The squad also includes returns for Justin Kluivert and Quinten Timber, while Sunderland goalkeeper Robin Roefs is one of three goalkeepers selected.
Koeman has also called on experienced leaders such as Virgil van Dijk as the Netherlands prepare for Group F meetings with Sweden, Japan and Tunisia.
The Dutch remain three-time World Cup runners-up but have never won the tournament, heading into another campaign with cautious optimism under Koeman.
