Noah Okafor scored the only goal of the game after 79 minutes to end Tottenham's run of three successive wins.
The result left the London club in 10th place on the league standings with 12 points from their opening 10 games.
Leeds are two points better off in nine place.
Reflecting on the result, the Spurs boss first apologised for the result before admitting that his team underperformed.
He said in the Standard: "I'm sorry for the result, but first of all, I'm sorry for the performance in the second half.
"We didn't play like a top team, we played without the right spirit, the right character, the right physicality in the duels."
Spurs are next in action at home against Ipswich Town on Saturday.
