Witbooi, a South African national U17 international, joined City from the School of Excellence last year, the Cape Tonians beat strong competition from Sundowns to secure the services of Witbooi.
Mathebula says since Witbooi left, City has not paid them anything even after he made his debut in the PSL.
"If people are celebrating a young player like Emile, you need to find out, did Cape Town City pay for his development fee? They have not even paid the first amount, the development fee, so if they have not paid a development fee, what makes you think they will pay the solidarity?" asked Mathebula.
"They have not paid even a cent. When we gave them a clearance it went with an invoice, so if they have a clearance to register him, they saw the invoice and they can tell you what's on the invoice."
Recently, there have been reports that Witbooi is one of the four players that City has offered to Sundowns, for a fee of R60 million.
Mathebula says it will be an unfair business practice if they go ahead with this deal without having paid them anything.
"It's unethical business practice and it's a pity to see people wanting to make millions out of the players that they've never contributed a cent towards his development and not assisting teams that have played a role,” he added.
“It's not only us, even clubs in Kimberley that worked with Emile, they have to get something out of those millions."
Witbooi is the hottest teenage footballer in SA today and was also invited by Chelsea for assessment last year.
He will be leading Amajimbos in the FIFA U17 World Cup in Qatar in November.
When the now-defunct Bidvest Wits sold Phakamani Mahlambi to African football giants Al Ahly for R20 million, the School of Excellence received R2 million from the sale.
