The Uruguayan Football Association confirmed the appointment on Sunday, handing one of the nation's greatest footballers the task of rebuilding La Celeste after a campaign that fell well below expectations.
Uruguay failed to reach the knockout stages after finishing third in their group with just two points, ending behind Spain, Cape Verde and Saudi Arabia. The early elimination brought Bielsa's spell in charge to an end.
Forlan, 47, has signed a contract until March 2027. The federation will review his progress at that stage before deciding whether to extend his stay or appoint a permanent coach for the next World Cup cycle.
Alongside his new role with the senior side, Forlan will continue as head coach of Uruguay's Under-20 team, who are preparing for the 2027 South American Under-20 Championship.
The appointment sees one of Uruguay's greatest players return to the national team in a different role. Forlan was the star of the side that reached the semi-finals of the 2010 FIFA World Cup in South Africa, scoring five goals and winning the Golden Ball as the tournament's best player.
His club career also included successful spells with Manchester United, Villarreal, Atletico Madrid and Internacional, where he built a reputation as one of the game's top forwards thanks to his finishing, powerful shooting and leadership.
While his playing achievements are beyond question, Forlan's coaching experience is still limited. He has previously managed Penarol and CA Atenas, taking charge of just 23 competitive matches across the two clubs.
His first task will be to restore confidence to a Uruguay side that struggled for consistency during the World Cup. Bielsa's trademark high-energy style only appeared in patches, while defensive mistakes and a lack of goals proved costly.
Despite the disappointing tournament, Uruguay still have an experienced group of internationals supported by a talented younger generation. Forlan will be expected to combine those players into a competitive team capable of challenging the world's best once again.
