The 21-year-old Cameroonian international joined the Seagulls from Lille in 2023 and has made 80 appearances, scoring four goals and assisting two.
He has also started both of Brighton's Premier League games this season, having staked a claim for his place in Hurzeler's starting eleven.
Baleba's performances have reportedly attracted the attentions of Manchester United, who are believed to have made enquiries about the cost of signing the player.
The Brighton boss said there is no chance that Baleba will leave before the closure of the current transfer window.
He said on BBC Sport: "If there is a number more than 100 [%], I would say more than 100, so fantastically confident (of Baleba remaining with Brighton)."
The Seagulls are yet to record a win this season, having started their campaign with a 1-1 draw with Fulham and 2-0 defeat to Everton, although they recorded a big win in the League Cup as they saw off Oxford United 6-0.
