The 22-year-old midfielder, who had been on Bayern's radar for some time, left Bayer Leverkusen to join Liverpool in a deal worth up to 116 million GBP.
Real Madrid were also interested earlier in the window, but it was Liverpool's spending power that ultimately priced Bayern out of contention.
Hoeness acknowledged that missing out on Wirtz was disappointing but maintained that Bayern had strengthened effectively in other areas.
"We're very satisfied at FC Bayern," said Hoeness.
"We are the real winners of the summer transfer window. We have a strong team and didn't need to strengthen it much.
"Of course, we would have liked to have Florian Wirtz, but we'd never have bought him for 150 million."
Wirtz has become one of the Bundesliga's most highly regarded talents after consistently catching the eye with his performances for Leverkusen.
His move to Anfield marks one of the biggest transfers of the window, underlining Liverpool's intent to refresh their squad with top-level talent.
