After a goalless first half, Cedric Bakambu had given DR Congo the lead on the hour mark but Mane found the back of the net just nine minutes later.
Both sides came into the match having won their opening encounters of the continental tournament and now four points in the group.
The first half was an evenly contested although there was little to no opportunities at goal.
Nicolas Jackson had the best chance but fired his effort wide while Pape Gueye's long-range shot went past the post.
The Leopards showed more purpose going forward after the interval and took the lead when finished from close-range after rebound from the goalkeeper.
Senegal however levelled when substitute Ibrahim Mbaye burst through the defence and tested Congolese keeper Lionel Mpasi, with Sadio Mane showing composure to tuck the loose ball past the covering Aaron Wan-Bissaka on the line.
Senegal top the group on four points, ahead of the Leopards on goal difference, with Benin third on three points and Botswana pointless and on the brink of elimination.
The final round of fixtures in Group D will take place on Tuesday when with Senegal face Benin, while DR Congo take on Botswana.
