The tournament will be held in Glasgow from 23 July to 2 August, and Brooke believes reaching the semi-finals should be the minimum expectation for the national team.
While he is not placing unnecessary pressure on the players, Brooke is confident the Proteas have what it takes to finish among the top four teams.
He also urged South Africans to be patient and continue supporting the squad as they build towards success.
"The discussion has been around making the semi-finals, but we certainly cannot look at this as an overnight fix. Anything from the semi's and onwards will be seen as a success."
Brooke, who was appointed Netball South Africa CEO in March following the departure of Modiegi Komane, revealed that the federation has submitted a final squad of 12 players for the Commonwealth Games.
The Proteas are currently training with an extended group of 18 players, with head coach Jenny van Dyk expected to trim the squad before the team departs for Glasgow.
Brooke acknowledged that selecting the final team is never easy and that some players will inevitably miss out.
"There are some players who are unfortunately going to be upset, but that's the job of the coach. We have a lot of faith in her and the team."
Brooke also welcomed the appointment of former Spar Proteas captain Bongiwe Msomi as Team SA's Chef de Mission for the Commonwealth Games.
The experienced sports administrator described the decision as a major boost for South African netball, saying Msomi's leadership and experience will inspire the entire team.
