The Russian came back from a set down to defeat the Georgian 6-7(6), 6-1, 6-3 in an hour and 53 minutes to successfully defend a tour-level title for the first time in his career.
A brave Basilashvili fought off four break points - with two of them being for the set - in the opening salvo to get to a tiebreak, where he edged Medvedev.
A relentless Medvedev did not lose faith, however, and broke immediately at the start of the second set to race to a 3-0 lead he never relinquished, closing out the set in just 24 minutes.
A reeling Basilashvili never recovered while Medvedev turned up the heat on his groundstrokes to storm to victory.
"It is just a matter of time, luck, a moment," Medvedev said in his on-court interview.
"I was feeling fresh, physically good. Sascha [Bublik] being injured in the semis gave me an extra push in the final and I am happy to finally do it.
"It was not easy but I had my chances in the first set. I got a bit unlucky. I knew I would probably have my chances to turn the match around and it was not easy. But I am happy to win."
The former world number one also won the Brisbane International, Dubai Tennis Championships and Hangzhou Open this year, with all of his titles coming on hard courts.
