The 37-year-old missed the recent ODIs at home against Afghanistan due to hamstring strain picked up in the IPL, but will take his place in India's group subject to a fitness clearance.
India's batting riches in white-ball cricket was shown as Yashasvi Jaiswal missed out on a place in the squad despite scoring a century in the final ODI against Afghanistan.
It was Jaiswal's second century in the 50-over format in just his sixth appearance but the 24-yea-old will probably not make next year's global tournament unless for injury or serious loss of form from the regulars.
India determination to select a full-strength squad for the games in England was evident as fast bowler Jasprit Bumrah and spinner Axar Patel also return to the group.
Bumrah has not played an ODI since the 2023 World Cup final due to workload-management reasons, while had been out of the ODI squad for India's last three series in the format.
Hardik Pandya missed out selection as the allrounder is still recovering from a leg strain suffered while training.
India ODI squad: Shubman Gill (captain), Rohit Sharma, Virat Kohli (subject to fitness clearance), Shreyas Iyer (vc), KL Rahul (wk), Ishan Kishan (wk), Washington Sundar, Axar Patel, Nitish Kumar Reddy, Kuldeep Yadav, Jasprit Bumrah, Prasidh Krishna, Harshit Rana, Arshdeep Singh, Gurnoor Brar
