The United States striker was on the verge of completing a reported 40 million-pound transfer to Everton before the deal collapsed in the final minutes of the English transfer window.
Balogun had travelled to England and completed a medical, but Everton raised concerns about his fitness. The two clubs then held discussions between their medical teams before Everton decided to continue with the transfer.
However, Balogun ultimately decided against signing the contract.
"Five minutes before the close of the English transfer window, I signed the contract, and Everton signed the contract," Scuro said.
"At the last moment, the player decided not to sign."
Scuro explained that Balogun's decision was linked to his concerns over the treatment he received during the process.
"Basically, the allegation of Balogun is that: 'I'm not feeling well by the way the club treated me,'" Scuro said.
"He was not feeling well about the way the medical department of Everton brought doubts about his future or his health. He has nothing, so he was not comfortable to sign a long contract here."
Reports had suggested Everton tried to renegotiate the transfer fee after the medical, although Scuro did not refer to any such discussions.
Everton had identified Balogun as a late target after Beto completed a move to Fiorentina, leaving manager David Moyes with fewer options in attack.
The Toffees did manage to bring Jack Grealish back from Manchester City on another season-long loan, while Ainsley Maitland-Niles also arrived from Lyon.
For Monaco, Balogun's decision to stay created a financial problem because the club had expected to receive the transfer income.
Scuro admitted the French club was still looking at possible solutions, with transfer windows in other countries remaining open.
"We still have other markets open, and we are having discussions about different players, including Balo," he said.
"Let's see what can still happen until Thursday because we still have markets that have the financial capacity to do something."
