The former Bournemouth boss, who replaced Arne Slot after the Dutchman was dismissed following a disappointing second campaign in charge, suggested the 23-year-old remains firmly in his plans.
Iraola highlighted Elliott's attitude after the midfielder reported early for pre-season, describing it as a sign of his determination to impress ahead of the new campaign.
He added that the setbacks of last season could serve as valuable motivation, with the player expected to battle for a place in Liverpool's starting line-up.
Elliott spent part of last season on loan at Aston Villa, where he featured nine times and found the net once before returning to Merseyside.
Since joining Liverpool, the England youth international has accumulated 149 appearances across all competitions, scoring 15 goals and contributing 21 assists.
"Definitely! Harvey is here with us," Iraola told the press on Monday. "I have seen him with the eagerness to show up, get super ready, he'll have a chance in pre-season, we'll need him and it's a good sign.
"I hope we can see him in a good place. I think Harvey comes from last season had to be difficult for him, strange situation, they couldn't even play him and I think he uses this experience - the bad situation - to make himself even more eager to be a Liverpool player."
